NEED HELP TO TAKE ACTION AGAINST JOGI REIN FOR FRAUD/CHEATING

I am writing to seek help from you on a fraud/crime I am a victim of through online purchase I made from a citizen of Estonia. I am living in Virginia in USA and wanted to file a complaint and seek help from you. 

Summary Details: 

I came in contact with "Jogi Rein" on Facebook who was advertising to sell vintage nokia phones. I did a video call with him where he showed Nokia 7700 and Nokia 3300 phones in his possession. We agreed on a price of 2,100 Euros in total for both phones and signed an agreement dated Sept 20th 2018. I paid money via Western Union (he also shared his bank information, but I had trouble doing international wire from my bank account). 

I received his shipment today in the mail and saw the box was filled with papers and weights. He cheated me and never shipped the phones. Since then, he has closed his facebook profile and remains inactive and not able to communicate with him. 

I am attaching the below documents for your consideration: 

- Nokia Sale Agreement: This gives information on the phones being sold, their price, contact information, pictures of the phones, ID cards and signatures

- Pictures of the package I received in the mail: Shows the package and its contents of paper and weights instead of the phones 

- Western Union Receipt: Shows the amount paid to Jogi Rein 

- Copy of Identity Card of Jogi Rein 

- Pictures I saved from his Facebook profile (profile is now blocked for me) -
